The longer answer: match the trade to the symptom

Nobody teaches homeowners which trade owns "water in the wrong place," so here's the honest routing table we'd give a friend:

  • Soggy yard, standing water after rain, water at the foundation, wet basement during storms → drainage contractor. This is surface and groundwater, fixed outside with French drains ($25–$60/LF), buried downspout extensions ($300–$700 per line), or catch basins ($350–$750).
  • Sewage smell, drains backing up inside, toilet gurgling → licensed plumber, full stop. That's the sanitary system, not stormwater.

  • Yard needs reshaping and replanting → landscaper — and if the reshaping is about moving water, get the drainage design first so the pretty yard doesn't flood.

Why the confusion exists: most companies only sell their one thing. A waterproofing company will quote you an interior system, a landscaper will quote you grading, a gutter-cleaning outfit will quote you gutters — whatever the actual water problem is.
