First, the reality check: water flows downhill and the law mostly accepts that. If a neighbor has piped their sump or downspouts straight at your fence line, photograph it and talk to your city's stormwater department first; if it's a genuine dispute, that's attorney territory, not ours. Interceptor French drain along the wet boundary — the standard answer. Perforated pipe in washed rock and filter fabric catches the sheet of water as it crosses your line and carries it at continuous downhill slope to daylight or a pop-up emitter on your property. $25–$60/LF installed.
Catch basin at the collection point — when the neighbor's water lands in one identifiable low spot rather than a broad sheet. $350–$750 per basin, piped to your discharge.
Swale or berm along the line — reshaping the first few feet of your side to steer water around instead of through. Grading work is quoted per site; it pairs well with a drain when volumes are big.
Your own house protected first — whatever crosses the line, make sure it can't reach your foundation: buried downspouts and good grade at the wall are your last line of defense.
