APWA (American Public Works Association): The professional organization whose standards govern public infrastructure including stormwater drainage taps.

APWA Section 5600 is the standard specification for stormwater management infrastructure in the KC metro. Connecting a buried downspout extension to a public storm sewer requires APWA-compliant tap design, permit from city Engineering, and licensed contractor execution.
Most homeowners don't need to worry about APWA — standard 5-foot discharge to grade satisfies code. Only if you're connecting to public infrastructure does APWA come into play.
